This is my 80's inspired neon paint splatter nail with a glow-in-the-dark heart.

Use bright neon colored gel polish to make random color blocks.  Remove the tacky layer.

Next, paint contrasting stripes, swirls, and dots on top of your color blocks.  Try to do colors that are close to opposite on the color wheel.

Use a piece of frisket (sold at the craft store in the airbrush section) to cut out a heart stencil.

Topcoat and swipe the nail with alcohol to protect the design.  Peel and stick the heart onto the clean dry nail.

Use black airbrush paint to outline the heart, and while the paint is wet, use an airbrush, or a straw to blow air onto the paint to make it run.  This can be done in little sections so that you have more control.  Don't worry if you mess up, it comes right off with alcohol.
