Paint your nails black
Use a brush and white nail polish to make any shapes you like. Don't make them too thin
Now paint the white shapes in different bright colors (or preferably neons)
Use a white striper to make a fine line in the middle of your colored shapes. Wait for it to dry and finish it with a topcoat. Done!
