The golden base is Sally Hansen Hard as Nails Xtreme Wear in "Lemon Lime" it was 2-3 coats of it then the white detailing is done by Konad Nail Plates. I got it at a store near my house but I dont know if there are any near you so they can be ordered online if you look it up. After the white detailing, i put a clear coat over it, and before it dried i placed the tiny gem on so that it stuck. Then a final clear coat was placed over it to lock everything in. Good luck!
